(1) Laboratory Scientist/Quality Specialist

Project: Global Fund HIV Project
Job Profile:
Laboratory Scientist/Quality Specialist will be responsible for:
  • Ensuring that all laboratory services provided by the project are in accordance with the national guidelines and meet the minimum standards for good laboratory services.
  • Establishing and/or supervising all laboratories and laboratory services within the Global Fund HIV project.
  • Supervising and ensuring the medical care provided in these health facilities include disease-specific components such as HIV/AIDS care and treatment; treatment of co-infection of HIV with Tuberculosis, Hepatitis screening and management of sexually transmitted infections follows all set standard procedures.
  • Ensuring quality control as a major responsibility on the project.
  •  Involved in training and supervising local staff, oversee the HIV testing being carried out in the community by the HIV counsellors and testers contracted by the project to reach the testing targets of the project
Qualifications
He/she must possess:
  • A  degree or its equivalent in clinical/medical laboratory science or in microbiology with applied medical parasitology and bacteriology.
  • Alternatively, had held a position as a medical laboratory scientist, laboratory technologist or medical laboratory analyst,
Experience
Cognate experiences must include:
  • At least 5 years’ relevant post-qualification experience working in laboratory offering specific tests for ART treatment monitoring.
  • Experience in sample collection and analysis (e.g. blood, stool, sputum)
  • Proven experience in developing and coordinating a supply management system
Excellent knowledge of all basic laboratory techniques and quality control systems is very essential to this role.
Social Competencies:
  • Excellent communication and inter-personal skills.
  • Skills necessary  to work cohesively in a multi-disciplinary team.

(2) Senior Procurement Officer

Job Profiles:
The senior officer will be:
  • Reporting to the Deputy Procurement Manager.
  • Complementing  the Deputy procurement manager’s role while focusing on dispatching of tender documents, bid opening, bid maintenance on SAP ERP system, vendor/supplier management and process documentation.
Qualifications 
Must possess:
  • A First degree in a relevant field.
  • At least  three (3) years  demonstrated
Experience:
Such experiences will include –
  • Experience in purchasing and supply/procurement functions
  • Experience in the use of SAP ERP for procurement business solutions.
  • Literate and versatile knowledge  in Microsoft, Excel and/or Access packages
  • Good analytical and interpersonal skills.
  • CIPSN/CIPS certification will be of added advantage.

(3)  Human Rights and Advocacy Specialist
Project: GF HIV

Job Profile

The successful candidate will:
  • Provide highly technical support to program activities across communities and state structures.
  • Be responsible for promoting Human rights, identifying and tracking socio-legal barriers to access to services.
  •  Be responsible for facilitating the adoption and implementation of laws and policies, that improve access to HIV and AIDS services by the vulnerable persons, including key populations
  • Articulate, plan, implement and follow up on targeted advocacy to gatekeepers, stakeholders and government agencies to enhance programme deliverables.
  • Provide support to the Desk officers, PACA, and the Legal liaison between SACA and the Ministry of Justice.
  • Create an enabling environment for smooth implementation of activities at the community level.
Qualifications
The successful candidate must possess:
  • A  University degree in Social Sciences, its equivalent in Law.
  • A relevant Master’s Degree will be an added advantage.
On the Job Experience:
This must include –
  • A minimum of five (5) years working experience in Health and sector especially in managing HIV Programme.
  • Experience working on advocacy issues particularly those affecting vulnerable populations as an advantage

(4) Senior Research, Measurement and Evaluation Officer

Project: SIFPO/LEAP Project

Job Profile

The successful candidate shall be responsible for:
  •  Providing technical oversight for the conduct of the research work for SIFPO and LEAP Projects
  • Supporting the design of the research work within the projects
  • Ensure the smooth running of research study and fieldwork by developing systems to track projects including all study, investigator and ethical review board information, client/participant recruitment activity and financial management.
  • Liaise with other staff within the project to ensure that services within the project, with impact on the research, are carried out.
  • Track project deliverables through routine MIS system and analyze routine data to assist in preparation of project and research reports.
  • Ensure compliance with study protocols and SOPs, train at start-up and initiation meetings for research staff.
  • Support PIs in developing study budgets and be involved in budget planning, resource allocation and preparation of quarterly reports.
  • Undertake any other responsibility delegated by the supervisor.
Qualifications
This will include –
  • A First Degree in Social/Health Sciences with at least three (3) years post NYSC experience.
Experience:
This will also include possession of –
  • At least one year of working experience in Research or M&E fieldwork.
  • Experience in working as part of the core research team of a research study.
  • Experience in managing other M&E officers at a supervisory level.
  • Excellent interpersonal and communication skills.
  • Computer proficiency, including Microsoft Word and Excel applications.

(5) Deputy Programme Director

Project: Subject to securing donor funding
Duration of Contract: Full time, fixed-term contract (six years)

Job Profile

  • SFH  seeks for  a senior malaria specialist who will  provide strategic technical leadership to a large programme that aims to effectively strengthen the management and technical capacity of the government and other key actors to drive the implementation of Nigeria’s National Malaria Strategic Plan and achieve its ambitious targets.
Job Core  Role

The Deputy Programme Director will:
  •  Oversee the strategic and evidence informed development and implementation of malaria interventions, with a focus on sustainability and better resourcing.

Core area of responsibility include:

  • Working with the Programme Director and Programme technical experts to develop technical strategies for delivery of the programme, delivering long-term institutional and transformational change to Nigeria’s Malaria response.
  • Providing oversight for and drive the implementation of the strategies developed at national level and in the selected states for a flexible and adaptive programme that responds to the rapidly changing malaria landscape in Nigeria.
  • Leading the technical design, implementation and monitoring of targeted institutional, community and policy related malaria interventions activities.
  • Managing, supervising and mentoring a team of technical experts, while promoting an atmosphere in which programme staff can give their best and collaborate to achieve the vision, mission and strategies of the programme.
  • Maintaining close collaboration and partnership with the donor, implementing partners and government for the successful delivery of the programme.

  • A minimum of a Master’s Degree in a Health related discipline
  • Must be a thought leader when it comes to ongoing and emerging issues in relations to malaria policy, strategy, institutional and financing arrangements in addition to technical malaria prevention and care demonstrated through publications.
  • Possession of  management , strategic planning and leadership experience, with ability to multi-task, work under pressure, inspire high quality work, demonstrate firm but sensitive leadership, provide support and supervision and empower teams members across a broad range of health related specialist areas
  • Possession of  excellent communication, advocacy, organizational, networking and interpersonal skills
  • Must have good  knowledge of government health systems and proven experience building national and sub-national capacity of government, service providers and civil society organisations.
  • Possession of  extensive hand on experience of working in the malaria sector for at least 10 years in the Nigerian context.
  • Significant understanding of the political, social, and cultural context of Nigeria
  • Experience in programme planning and implementation, through several roles on malaria programmes
  • Experience with implementing DFID programmes preferred.

(6) Programme Director

Job Profile

SFH seeks for  an exceptional leader to:
  • Provide strategic direction and management oversight for a large malaria programme in Nigeria.
  • Make a major contribution to reduce the malaria burden by working with the Nigerian government to strengthen health systems.
  • Such a candidate requires good understanding of the Nigerian context and the ability to lead a large, complex, DFID-funded programme.

Job Core Role

  • The programme is designed to deliver targeted institutional, community and policy-related malaria interventions through a consortium.

Key responsibilities are below:

The Programme Director will:
  • Work with the Programme Management Board to develop strategies for the delivery of the programme and oversee their implementation nationally and in relevant states.
  • Coordinate advocacy and public relations activities. This will involve forging and maintaining excellent relationships with key stakeholders across the National Malaria Elimination Programme, Government, Donors and technical and implementing partners in the Malaria sector in Nigeria
  • Ensure on-track delivery of quality, high performing programme, through the development and maintenance of management and quality assurance tools and systems.
  • Ensures the formation of a typical framework, monitoring, evaluation and reporting systems, technical oversight of annual planning and budgeting and ensuring learning informs decisions to improve and adapt programming.
  • Efficiently manage, supervise and mentor a multi-disciplinary team, promoting an atmosphere in which programme staff can give their best and collaborate to give their best ad collaborate to deliver the programme.
  • Provide management oversight across a broader team and maintain strong relationship with consortium partners.
  • Ensure maintenance of sound financial and administrative practices in line with policies and procedures and those of the donor.

The incumbent  should possess:
  • A minimum of a Master’s Degree in a Health related discipline
Experience:
Work experiences must include:
  • A good  knowledge of on-going and emerging issues in relation to malaria policy, strategy, institutional and financing arrangement.
  • A minimum of 15 years’ experience managing and implementing health programmes, including solid experience at a senior leadership level.
  • A verifiable experience at leading a multi-partner consortium programme.
  • Significant understanding of the political, social, economic and cultural context in Nigeria and relevant key stakeholders in the malaria sector.
Social Competencies:
  • Must be a thought leader when it comes to ongoing and emerging issues in relations to malaria policy, strategy, institutional and financing arrangements in addition to technical malaria prevention and care demonstrated through publications.
  • Strong client and external liaison skills (including diplomacy and communication skills) with experience of working in complex environments with governments, donors and external stakeholders.
  • Experienced in  leading and managing highly skilled and multidisciplinary technical, financial and administrative teams, overseeing strategies, technical approaches, workplans and budgets.
  • Management, strategic planning and leadership experience, with ability to multi-task, work under pressure, inspire high quality work, demonstrate firm but sensitive leadership, provide support and supervision and empower team members.
  • Evidence of previous experience of managing and controlling a budget in excess of $10 million
  • Proven experience with implementing DFID programmes preferred
  • Excellent oral and written communication skills
